Range Rules Mill Creek Rifle Club - January 2019

These rules apply to all persons on Club Property. Members observing safety violations are encouraged to talk to the violators and, if appropriate, report range rule violations to an Officer or Director in the interest of Club safety (Phone 913-998-9455).

1. Millcreek Rifle Club is a private facility not open to the public. Members must ‘sign in’ at the gate with their ID badge & register guests in the clubhouse registration book.
2. All members are required to visibly display their Club ID badges (key card) at all times.
3. Guests must be accompanied by a member who is responsible for their safe conduct, including adherence to all range rules. A member is limited to ONE GUEST shooting at a time. If firing stations are limited (mostly occupied), members with guests are limited to one firing station.
4. Range hours of operation are 6:00 AM to 10:00 PM. Use illuminated ranges after dark.
5. Warning devices must be activated when anyone goes downrange. Downrange shooting is allowed on pistol ranges with unanimous consent of those present. While warning lights are on, firearms must be unloaded, open actions made safe, and not handled by shooters. Ranges without warning lights require flags - Black (range hot)/Red (persons downrange) to be displayed.
6. Bullet trajectory must directly impact the middle of the berm without deflections.
7. Initial firing to zero in guns must occur on pistol ranges.
8. Firearms (except Concealed Carry ‘CCW’ & Open Carry Weapons ‘OCW’) must arrive and depart unloaded & secured in a case, sock, or box.
9. When not being fired, firearms should have actions open, chambers empty, and magazines empty/removed.
• CCW & OCW weapons may arrive & depart loaded, but must remain holstered except where drawing from a holster is specifically allowed.
• Drawing from holsters is only allowed downrange of the concrete pad on pistol ranges & on pistol ranges without concrete pads.
10. Targets are limited to paper or similar Club approved materials such as: plastic plates, clay pigeons, or balloons. All targets must be within Club target frames. Shooting cans and bottles or similar items is prohibited. Metallic or other targets are permitted only with a valid MCRC Steel License displayed while shooting. Obey all posted signs.
11. Eye and ear protection is required when near the firing lines whether shooting is in progress or not.
12. Driving or parking on cropland or open range is prohibited.
13. Consumption of alcoholic beverages is prohibited.
14. Shotgun use is allowed only on: (a) the Shotgun Range where clay targets must be engaged with #4 or smaller shot (b) LE ranges (if unoccupied); shot and slugs permitted with user supplied cardboard, or paper targets.
15. .17 HMR, .22, or other rimfire calibers are limited to the pistol ranges, 100 yard, or LE range (if unoccupied).
16. Fully automatic firearms, or attachments to firearms enabling simulated automatic fire (including, but not limited to attachments related to bump fire, burst fire, and binary triggers) are prohibited except for club sanctioned events or supervised law enforcement training.
17. All persons must clean up after themselves. Empty cases, targets, containers, etc. must be placed in receptacles. Live ammunition should be placed in designated orange buckets. Remove and discard any used targets from MCRC target stands.
18. Shooting of incendiary or tracer ammunition is prohibited.
19. 500 yard shooting is permitted only during board approved, RO-controlled events. When the 500 yard gate is closed during such events, the 500 yard range and other ranges to the east are off limits.
20. Members, guests and competitors may pick up only their own spent brass. Members can collect unclaimed spent brass once an individual leaves, or a competition has ended and the event coordinators and participants have left. If you wish to pick up brass the LE has shot, wait until all training is done, LE has been able to clear targets and gear, then get written or verbal approval from LE before proceeding.
21. The Board of Directors may authorize exceptions to the above Rules for Club sanctioned events or individual member requests. All certification or training, including Concealed Carry, must have prior Board approval.

 Violations of the above range rules, unsafe or belligerent conduct or actions, or loaning Club ID cards, keys, or key cards to other persons will be disciplined up to and including expulsion from MCRC and/or legal prosecution.

Any time downrange warning lights/flags are activated, firearms must be grounded and unloaded, actions must be open and made safe, and all shooters must maintain a minimum 3-foot distance from firearms. ZERO handling of firearms is permitted while people are down range. Handling of magazines is permitted, as long as the required 3-foot distance from firearms is maintained. Downrange shooting is allowed on pistol ranges with unanimous consent of those present.
6. Bullet trajectory must directly impact the middle of the berm without deflections. This applies to anyone using their own stands as well as misses that may occur from shooting steel. No ground shooting is permitted except for board-approved events.

1. Millcreek Rifle Club is a private facility not open to the public. Members must “scan-in” at the gate with their ID badge and register guests in the clubhouse registration book upon entry to the club.
2. All members are required to visibly display their Club ID badges (key card) at all times.
3. Guests must be accompanied by a member who is responsible for their safe conduct, including adherence to all range rules. A member is limited to ONE GUEST shooting at a time. If firing stations are limited (mostly occupied), members with guests are limited to one firing station.
4. Range hours of operation are 6:00 AM to 10:00 PM, using only the illuminated ranges after dark. No shooting in the dark without prior approval from MCRC board.
5. Driving or parking on cropland or open range is prohibited.
6. Firearms must arrive and depart unloaded and secured in a case, sock, or box. CCW (concealed carry) and OCW (open carry) may arrive and depart loaded but must remain holstered and may not be unholstered on concrete pads.
7. Consumption of alcoholic beverages is prohibited on MCRC property. Handling of firearms on club property while under the influence, whether shooting or not, is strictly prohibited.
8. Appropriate eye and ear protection is required when near the firing lines, whether shooting is in progress or not.
9. Warning devices must be activated any time anyone goes downrange. Ranges not equipped with warning lights require the display of warning flags –– Black (range hot) / Red (persons downrange). When warning lights/flags are activated or displayed, firearms must be made safe by keeping them grounded, unloaded, and actions open. Obey all posted signs.
10. Handling of firearms is prohibited while people are down range. Anyone at the firing line while others are down range must keep a minimum of 3 feet away from firearms. Handling of magazines is permitted outside of this 3-foot barrier.
11. Downrange shooting is allowed on any pistol and all LE ranges with unanimous consent of those present.
12. Bullet trajectory must impact the middle of the berm directly, regardless of deflection. This applies to anyone using their own stands and steel, including bullets that may not impact steel targets directly. No ground shooting is permitted except for board-approved events.
13. Initial firing to zero in guns must occur at 25 yards or less.
14. While not in use and on the firing line, firearms must be made safe by keeping actions open, chambers empty, magazines empty/removed, and pointed in a safe direction.
15. Drawing from holsters and re-holstering with a loaded gun is strictly prohibited while standing on any concrete pad.
16. Targets are limited to paper or similar club-approved materials, such as plastic plates, clay pigeons, or balloons. All targets must be attached within club target frames. Shooting cans, bottles, or similar items is prohibited. Steel targets are permitted only with a valid MCRC Steel License displayed while shooting.
17. Shotgun use is allowed only on: (a) the Shotgun Range where clay targets must be engaged with #4 or smaller shot, (b) LE ranges (if unoccupied), (c) patterning board, or (d) MCRC board approved events on other ranges. Shot and slugs are permitted with user-supplied card board backers when using club target stands.
18. .17 HMR, .22, or other rimfire calibers are prohibited on the bench rest and high-power ranges.
19. Fully automatic firearms, or attachments to firearms enabling simulated automatic fire (including, but not limited to, attachments related to bump fire, burst fire, and binary triggers) are prohibited except for club sanctioned events or supervised law enforcement training.
20. Shooting of incendiary or tracer ammunition is prohibited for any caliber.
21. 500-yard and 600-yard shooting is permitted only during board approved, RO-controlled events. When the High Power Range access gates are closed during such events, the LE and Shotgun Ranges should be accessed only via the south access road.
22. All persons must clean up after themselves. Empty cases, targets, containers, etc. must be placed in receptacles. Live ammunition should be placed in designated orange buckets. Remove and discard any targets from club target stands.
23. Members, guests, and competitors may pick up their own spent brass anytime. Members may collect unclaimed spent brass once an individual, an organized competition, or LE has vacated the range.
24. All certification or training, including Concealed Carry, must have prior board approval.
25. The board of directors may authorize exceptions to the above Rules for Club sanctioned events or individual member requests.

 Violations of the above range rules, unsafe or belligerent conduct or actions, or loaning Club ID cards, keys, or key cards to other persons will be disciplined up to and including expulsion from MCRC and/or legal prosecution.

If you are interested in membership, please follow the procedure below. Memberships do become available due to normal annual attrition. If you apply using the procedure below, we will put you on a waiting list for first available positions, in order of receipt of your fully completed application.

Membership Information

Mill Creek Rifle Club is a private shooting club.  Because safety is our No. 1 concern and because we value the reputation of the organization, we are very careful who we accept as members.  The membership application process is not fast nor is it automated.  Prospective members must first contact the Membership Director at the email address at the bottom of this page.

Membership Requirements

• Applicant is required to have the ability to legally own a firearm under all state and federal laws
• Applicant is required to provide two letters of reference. One from a current sponsoring MCRC member and the other from an acquaintance. Both must have recent target shooting experience with the applicant at MCRC
• The applicant must pass a range safety class, which will be scheduled following acceptance of your application
• Applicant must follow all range safety rules
• Applicant must be at least 18 years of age
• NRA membership is required for all applicants

Membership Fees

• $500 one time initiation fee
• $135 first year membership fee regardless of age
• $20 one time safety class fee
• $135 successive annual membership fee unless the member is a senior
• $100 annual membership fees for seniors age 65 or older

1. Applicant contacts the Membership Director via email
2. Membership Director pre-qualifies the applicant through an email interview
3. Applicant completes the membership application, includes the two letters of reference, and sends the membership packet to the Membership Director via USPS mail.
4. Applicant must attend and pass the range safety class
5. Applicant attends a member meeting, and introduces himself/herself
6. The members vote and decide to accept or reject the applicant

Joining MCRC

Because of the Kansas Governor's Executive Order banning gatherings of more than 10 people, Millcreek Rifle Club is unable to hold the required range safety training class which is a condition of membership. However, we are still taking applications for new members, so we may have them ready to proceed once the order is lifted. If you are interested in joining, please follow the instructions below is if everything were normal. We will put your properly submitted membership application into a queue for invitation to the range safety classes once we are able to make them available. Thank you for your understanding.
