Notice of Annual Meeting, Expenditure Review, Budget Presentation and Elections

The Millcreek Rifle Club Annual Meeting will be held at 7:30 p.m., March 3, 2020, in the Clubhouse.

Members will conduct the following business:

1. Review a presentation of 2019 club expenditures by Treasurer Ralph Goodrich.
2. Vote to approve the 2020 annual club budget as recommended by vote of the Board of Directors at its January 2020 monthly meeting.
3. Hold elections for all four annually elected officers and three of the six biannually elected directors. Those positions will include:
• President. The President's responsibilities include conducting all membership, Board, annual and special meetings, and assigning tasks to other Board members, including coordination of such tasks as needed to manage the affairs of the Club. The President or his designate shall also be the Club's official spokesperson to all entities outside the Club.
• Vice President. The Vice President assumes the responsibilities of the President in his absence, and may also assume the authorities of the President in cases of extended absence. In addition, the Vice President is responsible for scheduling, coordinating and obtaining Board approval for all scheduled range events, except those on the Law Enforcement Range. This duty includes preparing and maintaining a current schedule to be published on the club website.
• Treasurer. The Treasurer is responsible for securing and maintaining Club banking arrangements, paying authorized Club expenses, maintaining and advising the Board on current bank balances, preparing and maintaining a Club statement showing budget and year-to-date expenditures, preparing and filing tax returns and related financial reports, and securing Club insurance. The Treasurer also maintains all Club affiliations as determined by the Board.
• Range Officer. The Range Officer is responsible for executing and maintaining contracts for use of the Law Enforcement Range consistent with arrangements determined by the Board. This task includes overseeing range scheduling by the various Law Enforcement Agencies under contract, billing those agencies for range use, providing copies of those bills to the Secretary, and maintaining a current posted schedule of Law Enforcement Range use.
• Safety Director. This position is responsible for establishing Range safety measures, including updating and maintaining Club Range Rules, preparing and posting range safety signage, and other measures deemed appropriate to ensure a safe environment for members and guests. In addition, this position is responsible to see that any safety incidents are thoroughly investigated and appropriate recommendations are made.
• Legislative Director. This position guides Club efforts in all legislative matters, including advising the Board and Membership of current legislative activities, recommending and initiating related Club measures, and maintaining relationships and coordinating activities with other groups with similar interests.
• Range Maintenance Director. This director oversees routine maintenance and repair of the grounds, buildings, target frames, and other assets, including hiring personnel or vendors as authorized by the board.
• Note: The Club Secretary is an appointed position, not subject to election by the membership.

A nominating committee, consisting of board members Michael McGovern, Curt Cotton and John Podolanko, along with club member John Morgan, will receive all nominations. Nominations must be received by the nominating committee no later than 6:30 p.m. February 17, 2020. Per the by-laws, no nominations will be accepted from the floor at the March 3 annual meeting.
